The Forum for Security Co operation adopted Decision No. 11/12 on revision one to FSC Decision No. 10/12 on the FSC contribution to the draft decision on the OSCE Helsinki+40 process. Proposal for regular and broad discussions in the FSC on the future of arms control and CSBMs (Statement by the Delegation of Austria annexed).

Forum for Security Co-operation adopted Decision No. 10/12 on the FSC contribution to the draft Ministerial Council decision on advancing the work towards a Euro-Atlantic and Eurasian security community within the OSCE Helsinki+40 process.

5th Review Conference on Compliance with the OSCE and UN Security Commitments of Bosnia and Herzegovina, held in Sarajevo on 14 and 15 November 2012. Financial pledge to the project on stockpiles of conventional ammunition in Serbia. Co-sponsorship of the proposal for a draft FSC Vienna Document Plus decision on lowering thresholds for prior notification of certain military activities (FSC.DEL/107/10/Rev.5/Corr.2). Prior to taking up the agenda, the Chairperson, on behalf of the Forum for Security Co-operation, welcomed the delegation of Mongolia to the OSCE as a participating State. The Ambassador of Ireland, in his capacity as Chairperson of the Permanent Council, welcomed Mongolia to the OSCE. Issues related to the accession of Mongolia to the OSCE as a participating State (Spain, Annex 1).) Combined joint exercise, “Flotex Silver 2012”, being held in northern Norway from 19 to 28 November 2012 (Norway, Annex 2). Information on the participation of women in the Russian armed forces (Russian Federation, Annex 3). Financial pledges to projects on small arms and light weapons and stockpiles of conventional ammunition in the OSCE area (Switzerland, Annex 4; Serbia, Annex 5).

Prior to taking up the agenda, the Chairperson, on behalf of the Forum for Security Co-operation, commemorated the eleventh anniversary of the acts of terrorism that were committed in New York City and Washington, D.C., on 11 September 2001.
