The scope of this Opinion covers only certain provisions of the Draft Building Act, submitted for review.1 The Opinion does not address issues relating to the technical aspects of land use planning and building legislation and only analyzes the provisions of the Draft Building Act, in so far as they are relevant from a human rights perspective. Thus limited, the Opinion does not constitute a full and comprehensive review of the entire legal and institutional framework governing property, land and housing rights in the Slovak Republic.

This report presents the findings of the assessment of performance evaluation of judges in Moldova which OSCE/ODIHR conducted between February and May 2014 in response to a request from the Superior Council of Magistracy (SCM) of Moldova of 20 September 2013. Responding to the same request, OSCE/ODIHR also provided a legal opinion on the Law on the Selection, Performance Evaluation and Career of Judges of Moldova. This report complements the legal opinion with findings and recommendations on the Moldovan system’s practice in implementing the law.

This Preliminary Assessment is based on an analysis of the existing legal framework governing the law-making process in the Kyrgyz Republic. Its purpose is to analyse whether the current law-making process corresponds to key standards and OSCE commitments on democratic law-making, as part of the combined efforts of the OSCE Centre in Bishkek and the OSCE/ODIHR to provide assistance towards strengthening and improving this process.

On 1 February 2013, the Minister of Justice of the Republic of Armenia sent a letter to the Head of the OSCE Office in Yerevan requesting an OSCE/ODIHR expert assessment of the Draft Criminal Procedure Code of the Republic of Armenia (hereinafter, “Draft Code”). The OSCE Office in Yerevan forwarded the request to the OSCE/ODIHR and thereafter, on 1 March, also provided an unofficial English translation of the Draft Code. This Opinion is provided in response to the Minister’s above-mentioned request, by virtue of OSCE/ODIHR’s mandate to, upon request, provide assistance to legislative reforms in OSCE participating States.
