The Hate Crime Victimization Survey Report provides the results from the second survey of hate crime victimization carried out in North Macedonia between June and July 2023 (following the first one in 2018). The Survey presents a comprehensive overview of the prevalence of hate crime on the basis of ethnicity, religion, sexual orientation, disability, and political beliefs, as perceived by the victims, as well as looks into underreporting of hate crimes. The survey comes four years after the adoption of the amendments to the Criminal Code, introducing “hate” as a qualified form of several crimes. The report aims to offer evidence to assist the development of effective measures that respond to and combat the phenomena, guide targeted policy and strategy by national and local authorities, and support civil society organizations in their advocacy work.

The Corruption Risk Assessment of the Judiciary provides a comprehensive examination of the everyday corruption risks that often go unnoticed by policymakers in courts and public prosecution offices in North Macedonia. The Assessment was carried out in compliance with the National Strategy for the Prevention of Corruption and Conflict of Interest 2021-2025, in support of the State Commission for the Prevention of Corruption, and in partnership with the Association of Judges of the Republic of North Macedonia, and the Association of Public Prosecutors in the Republic of North Macedonia. This pioneering effort aims to estimate and rank corruption risks in the national judicial system, taking into account both legislative and practical implementation aspects. The Assessment also aims towards better-informed policymaking and an effective institutional response to the identified corruption risks in the judiciary.

As part of its 2019 project activities, the OSCE Mission to Skopje supported trial monitoring of cases of domestic violence and gender based violence before basic courts in all four appellate regions in the country, carried by the CSO Coalition ‘All for Fair Trials’, a network of 14 civil society organizations. By identifying both, weaknesses and strengths in domestic and gender based violence trials, the Analysis serves to ascertain whether the upholders of the law apply procedural safeguards for life and liberty, and also to generate recommendations that support legislative reform and address deficiencies while promoting domestic and international fair trial standards.

In the course of 2018, with an aim of supporting judicial and criminal justice reform, the OSCE Mission to Skopje supported trial monitoring of general crime cases before competent courts in all four appellate regions in the country, carried out by the civil society organization ‘All for Fair Trials’ Coalition, a network of 14 civil society organizations (CSOs). The trial monitoring aimed at increasing the public scrutiny over the justice sector by strengthening the capacities for sustainable and systematic trial monitoring by CSOs resulting in this analysis, which provides an insight into the implementation of the Law on Criminal Procedure. In addition, the analysis also offers recommendations for future interventions and activities aimed at enhancing the capacities of the judicial system in the country which, in turn, should lead to increased public trust in the legal system. The Special Prosecutor's Office (SPO) was established by Parliament of North Macedonia in September 2015, pursuant to an EU-brokered political agreement to overcome the political crisis that arose following the 2015 wiretap scandal. The report follows the first interim report published in August 2018, covering the establishment of the Special Prosecutor’s Office and the developments of its cases up to the confirmation of the indictment stage. The second report, resulting from OSCE Mission to Skopje's trial monitoring observations, covers twenty cases in which the SPO filed indictments by its statutory deadline of 30 June 2017.

It also assists the authors of labor policy and the national authorities and bodies that are in charge of working to reduce this phenomenon. This Research Report includes relevant data about the issue related to the appropriate workplace adjustment for people with disabilities, who are grouped on different bases, and enables drawing of conclusions relevant to the work of Anti-discrimination Commission. In the course of 2016, the OSCE Mission to Skopje implemented the project “Enhancing the independence, transparency and efficiency of the judiciary through trial monitoring together with the Coalition “All for Fair Trials”, a network of 14 citizen associations monitoring criminal trials before competent courts in all four appellate regions in the country. The trial monitoring was specifically focused on the application of the new Law on Criminal Procedure in the basic courts and it resulted in the analysis presented hereby which, besides providing an insight into the implementation of the new Law, also offers recommendations for future activities and reforms aimed at enhancing the capacities of the judicial system in the country which, in turn, would lead to increased public trust in the legal system.
