This document is an account of key conclusions and recommendations derived from the discussions at the conference “Mapping the Challenges faced by Ukrainian Roma in a War Time and Overcoming the Obstacles through Policy, Advocacy and Empowerment”. The conference organized by the OSCE Office for Democratic Institutions and Human Rights (ODIHR) in partnership with the Council of Europe Office in Ukraine, State Service of Ukraine for Ethnic Affairs and Freedom of Conscience and Ukrainian Parliament Commissioner for Human Rights took place on 7 March 2024 in Warsaw.

In line with the mandate provided by the Action Plan on Improving the Situation of Roma and Sinti within the OSCE Area, ODIHR organized a human rights monitoring visit to Uzhhorod, Ukraine, from 2 to 7 November 2022. The aim was to investigate alleged human rights violations and, in particular, discrimination experienced by Roma since 24 February 2022. A monitoring team gathered mainly first-hand information from Roma individuals who had been subject to forced displacement within the country.

Since its founding some 30 years ago, ODIHR’s mandate has centred on assisting participating States in fulfilling their human dimension commitments, including those of Roma and Sinti communities. The bedrock of these efforts has been the OSCE Action Plan on Enhancing the Situation of Roma and Sinti within the OSCE Region, which was adopted in 2003. This plan has served as the cornerstone for ODIHR’s guidance to States towards effective implementation of these commitments. Now, marking the 20th anniversary of the Action Plan, this Fourth Status Report takes comprehensive stock of the advances made over the past five years in realizing the Action Plan’s commitments.
