OSCE facilitates visit of Montenegro’s State Election Commission’s Chair to Sweden

From 9 to 12 September, the OSCE Mission to Montenegro facilitated a visit of the Chairperson of State Election Commission, Nikola Mugoša, to Sweden where he observed the 2022 Swedish parliamentary, regional and municipal elections. The Chairperson also visited the Swedish Parliament, the Election Authority, Stockholm City Hall and polling stations.
OSCE Mission to Montenegro supports the State Election Commission to enhance its transparency

On 7 July 2022, as part of its long-term support and in order to support the State Election Commission to address an ODIHR recommendation from the 2020 parliamentary elections, the OSCE Mission to Montenegro provided live streaming video equipment to the Commission, which will enable the public as well as the media to follow the commissions’ sessions.
OSCE Mission to Montenegro working to support improving accessibility of elections for people with disabilities

On 4 July 2022, the OSCE Mission to Montenegro facilitated a discussion between the State Election Commission, the Union of the Blind and municipal electoral commissions on how to ensure that people with disabilities can exercise their right to vote in secret in the upcoming municipal elections on 23 October.
OSCE Mission to Montenegro welcomes State Election Commission’s decision to open its sessions to public

Siv-Katrine Leirtroe, Deputy Head of the OSCE Mission to Montenegro, welcomed the commitment by the State Election Commission (SEC) to amend internal rules and procedures to ensure its meetings are public. This has been a long-standing recommendation by the OSCE Office for Democratic Institutions and Human Rights (ODIHR). “This decision will result in greater openness and accountability of the SEC, which is a necessary step in ensuring a transparent election management body,” said Leirtroe, adding that the Mission will be working with the SEC in the coming months to ensure all meetings can be livestreamed. According to the Survey on Public Perceptions and Confidence in Election Management Bodies in Montenegro, commissioned by the OSCE Mission to Montenegro and published in November 2021, there was a need to further strengthen the transparency and professionalism of election management bodies. As many as 87.3% of citizens believed that opening sessions to the public would contribute to greater public confidence in the work of the SEC and the election process as a whole.
OSCE Mission survey: Over 89% Montenegrins believe that State Election Commission’s work influences public trust in democracy and elections

As many as 89.9% of Montenegrin citizens believe that the functioning of the State Election Commission (SEC) affects the democracy of electoral processes and the trust that citizens have in the elections in Montenegro. This is one of key findings from a Survey on Public Perceptions and Confidence in Election Management Bodies in Montenegro, commissioned by the OSCE Mission to Montenegro and conducted by the Damar agency. In this regard, the Mission considers the appointment of a new SEC Chair as a matter of urgency.
OSCE Mission to Montenegro delivers workshop for municipal electoral commissions on improving accessibility on polling day

Ahead of the municipal elections in Cetinje and Petnjica on 5 December 2021, the OSCE Mission to Montenegro, the Association of Youth with Disabilities and the Union of Blind of Montenegro delivered an online training course on 28 October for representatives of the local Municipal Electoral Commissions (MECs) on how to improve accessibilty of polling stations and voting materials.
