As part of the “Support to Electoral Reforms in the Western Balkans” project, the OSCE Office for Democratic Institutions and Human Rights (ODIHR) and the OSCE Mission to Montenegro will organize a conference entitled “A Regional Perspective on Online Election Campaigning - Challenges and Opportunities for Electoral Integrity”. The event aims to provide space for sharing knowledge on the impact of online campaigning on electoral integrity and on approaches to regulating and observing online campaigns.
The conference will draw conclusions for the Western Balkans project beneficiaries on ensuring democratic conduct of election campaigns, including online, and their alignment with OSCE and other international commitments and previous ODIHR electoral recommendations. The conference will also suggest follow-up action for citizen and international observers in their observation efforts.
The Conference will focus on key aspects of online campaigning impacting the integrity of the election process and democratic conduct of election campaigns. Participants will present the relevant standards and principles related to online election campaigns, key areas of regulation, approaches in observation and assessment of campaigning on social networks and related findings from the region, as well as examples of regulatory and non-regulatory efforts, including in ensuring effective oversight and remedy.
Considering the fast-evolving and transnational nature of social networks and internet in general, the event will give the participants an opportunity to harness the efforts and the progress made across the region. The peer-to-peer learning is crucial for comprehensive response to the challenges related to online election campaigns, including on regional level, and will help key stakeholders to continue their efforts in regulating and addressing some of these aspects.

- Activists and civil society organizations, including citizen election observation groups;
- Local and international experts.
