The OSCE Office for Democratic Institutions and Human Rights (ODIHR) is organizing a training course for law enforcement authorities on protecting human rights while countering terrorism effectively. The workshops will take place on 16 and 17 October 2024 in Brussels.
The team of trainers will encompass an ODIHR human rights expert, a human rights resource expert from Ireland and a counter-terrorism policing expert from Northern Ireland.
Topics and sessions
ODIHR's standard training on the protection of human rights in counter-terrorism focuses on the link between human rights and the operational effectiveness of policing. Topics covered include human rights standards, the risks of human rights violations in the context of counter-terrorism, the impact of human rights violations on both suspects and law enforcement officers, and interview techniques that build trust and respect. Concrete examples and case studies from the practical experience of law enforcement officers in combating terrorism form the basis for the interactive training methodology.
The training will be held in English.
Participants
The target group for the training is mid- to senior-level officers from local and specialised police forces and other authorities tasked with preventing and combating terrorism in Belgium.

Background and further information
Capacity-building on human rights and counter-terrorism issues for law enforcement officials is part of ODIHR’s comprehensive mandate to provide technical assistance and advice to OSCE participating States on the implementation of counter-terrorism measures in line with international human rights obligations and commitments.
