This meeting brings together Ukrainian judges from district courts, appeal courts and the Supreme Court, as well as judges from the OSCE region. It will serve as platform for the development of a judicial drafting guidance tool to support judges from all districts of Ukraine, who preside over a growing number of cases.
This meeting underscores ODIHR’s mandate to support participating States’ efforts to strengthen commitments to various international obligations advancing democratic values and upholding international law (Stockholm, 1992). In particular, cooperation between ODIHR and the Supreme Court embodies a call to support States in upholding their commitment to “in all circumstances ensure respect for international humanitarian law and hold accountable individuals who violate international humanitarian law and commit war crimes” (Helsinki, 1992).
Since 2022, and in partnership with Ukrainian authorities, ODIHR has organized various events aimed at promoting accountability for war crimes, including a series of webinars and a seminar for judges, as well others for attorneys and legal professionals.
