The OSCE Office for Democratic Institutions and Human Rights (ODIHR) and Penal Reform International (PRI) are organizing a regional train-the-trainer course on the treatment of prisoners from July 17 to 21 2023 in Belgrade.
Up to 20 individuals who will be in a position to train prison staff members from various countries, including Croatia, North Macedonia and Serbia, will be trained about the Nelson Mandela Rules and their practical implementation. The course is based on the “Introduction to the Nelson Mandela Rules” training curriculum developed by ODIHR and PRI in partnership with the Swedish Prison and Probation Service and the United Nations Office on Drugs and Crimes (UNODC).
This course is designed to help participants understand why the Nelson Mandela Rules and other international standards governing the treatment of prisoners are important, as well as the key role of prison staff in ensuring human rights-compliant and gender-sensitive detention conditions.
It is expected that participants will familiarize themselves with all the thematic areas covered by the Nelson Mandela Rules, including in relation to particular groups of people in prison, and be equipped with practical tools to roll out the ODIHR/PRI training curriculum to prison staff and other relevant stakeholders.
The training is part of ODIHR’s work to strengthen the prevention of torture and other ill-treatment in places of detention across the OSCE region through the implementation of the Nelson Mandela Rules.
