Protecting Human Rights while Countering Terrorism Effectively: Training for Law Enforcement in Uzbekistan
When
Where
Organized by
The OSCE Office for Democratic Institutions and Human Rights (ODIHR) and the Project Co-ordinator in Uzbekistan (PCUz) are organizing two training workshops for law enforcement officers in Uzbekistan on protecting human rights while countering terrorism effectively. The workshops will take place on 11 and 12 May in Khiva and on 16 and 17 May in Bukhara.
The training will be delivered by ODIHR human rights experts and a former counter-terrorism police officer from the United Kingdom. For the second time, the workshops in Uzbekistan will also involve selected national trainers who participated in a train-the-trainer workshop on the same topic organized by ODIHR and PCUz in 2021.
Topics and sessions
ODIHR's standard training on the protection of human rights in counter-terrorism focuses on the nexus between human rights and the operational effectiveness of policing. Among other things, participants learn about human rights standards, risks posed by human rights violations in the context of counter-terrorism, the impact of human rights violations on both suspects and law enforcement officers, and interviewing techniques that build trust and respect. The interactive training methodology draws on concrete examples and case studies based on the practical experience of law enforcement officers in counter-terrorism.
The training will be held in English and Uzbek, with simultaneous interpretation.
Participants
The target group of the training courses are mid- to senior-level officers from the local police departments of the Ministry of Interior, the State Security Service and the Prosecutor General's Office, as well as other relevant agencies working in the field of counter-terrorism.
Registration
Participation is by invitation only.
