The first annual meeting since the COVID-19 pandemic of ODIHR’s Panel of Experts on Freedom of Assembly and Association (the “Panel”) will be held on 6-7 March 2023. The current Panel consists of 16 members whose four-year mandate began on 1 January 2023. They come from a variety of backgrounds, including academia, the legal professions, and civic and human rights activism from across the OSCE region.
The Panel was established in 2006 as an advisory and consultative body to ODIHR that provides its expertise for legal analyses and the development of legislative Guidelines. This expertise allows ODIHR to assist OSCE participating States more effectively to ensure their legislation and practice on freedom of peaceful assembly and freedom of association are in line with international human rights standards and OSCE human dimension commitments.
The agenda of the annual meetings is to plan the work of the Panel, to discuss current challenges and threats to fundamental freedoms of peaceful assembly and of association, and to examine how the Panel can assist ODIHR in addressing them.
The UN Special Rapporteur on the Rights to Freedom of Peaceful Assembly and of Association will attend the meeting as an observer.
