Towards gender-responsive border management

ODIHR, together with UN Women and DCAF, is organizing an online discussion on 3 February 2023 to look into some of the persisting challenges and positive practices for the integration of a gender perspective in policy and programming related to border management in the OSCE region.
Border crossing and border security always incorporate deeply gendered experiences. On the one hand, individuals crossing borders have diverse needs, experiences and intersecting vulnerabilities depending on their identity, including their gender identity. On the other hand, actors and institutions managing border security are also deeply gendered. However, the gender dimension of these phenomena is still often overlooked.
Stereotypes and assumptions about the different roles, responsibilities, needs, capacities and agency of different groups of women, girls, men and boys have a profound influence on the work of border officers. Integrating a gender perspective into the work of state institutions responsible for border management can therefore have a significant impact on the ability of border officers to recognize and respond to the different needs and vulnerabilities of various groups of women, men, boys and girls.
The event will provide an opportunity to discuss some of the topics highlighted in the ODIHR Tool on Border Management and Gender and feature a diverse panel of experts and practitioners, including:
