ODIHR is organizing a meeting on 20 October 2022 in Vienna to highlight the need for effective National Referral Mechanism to assist and protect victims and survivors of trafficking in human beings. The event will take place in the margins of the 11th session of the Conference of the Parties to the United Nations Convention against Transnational Organized Crime (COP UNTOC).
The side event will bring together representatives from OSCE participating States, relevant UN agencies, governmental and non-governmental organizations and the private sector to reflect on the need to establish and strengthen effective anti-trafficking mechanisms for pro-active identification, protection of and assistance to victims and survivors of human trafficking.
The event will reveal the key components and new features of ODIHR’s updated NRM Handbook and highlight the importance of a human rights-based, gender- and child-sensitive, trauma-informed and victim and survivor-centered approach to preventing and addressing human trafficking. It will also facilitate networking and the exchange of promising practices among participants on ensuring that survivor voices are reflected in the implementation of NRMs.
Background
ODIHR has been active in preventing and combating trafficking in human beings in the OSCE region since 1999. As a result of its work, ODIHR has developed expertise and a significant role in victim protection, NRMs and the promotion of rights of trafficked persons and at-risk groups.
An NRM is a co-operative, national framework through which governments fulfil their obligations to protect and promote the human rights of victims of trafficking, co-ordinating their efforts in a strategic partnership with civil society organisations, survivor leaders and the private sector. Also, NRMs should be established in origin, transit and destination countries, to ensure a comprehensive and inclusive system of support which is targeted at, and accessible for all victims of trafficking.
