The purpose of this training is to build the capacity of Roma and Sinti human rights defenders and members of civil society organizations, enabling them to independently carry out high quality and objective human rights monitoring activities. The training will cover the human rights monitoring cycle and principles, as well as core principles of data gathering, human rights advocacy, digital security and working with state actors. As a follow-up to this training, ODIHR might be in the position to support selected participants at human rights monitoring activities on the national level and provide tailored coaching and guidance.
The language of the event will be English.
Who can apply
The training is specifically designed for Roma and Sinti human rights defenders and members of civil society organizations from any of the 57 OSCE participating States. The selected participants should ideally have a history of engagement on aspects related to human rights and/or experience in a related area. Candidates who apply to this training should have good knowledge of the human rights situation of Roma and Sinti at the national and local levels, and be motivated to engage in human rights monitoring and reporting activities.
The following criteria are considered by ODIHR for selecting participants:
- Roma and Sinti individuals with a clear interest in promoting human rights, including through engaging in monitoring and reporting activities
- Capacity and interest to cooperate with others, nationally and locally on an individual level, through Roma and Sinti civil society
- Knowledge of the human rights situation of Roma at the national and local levels
- Basic understanding of human rights principles and practice
- Availability for the full duration of the training
- Fluency in English
- Basic computer skills
In the selection process, ODIHR will pay particular importance to maintaining a gender and geographical balance among participants, including representation of Roma and Sinti women’s rights activists and participants from different age groups, including Roma and Sinti youth.
ODIHR does not inform applicants who have not been selected for the training.

Human Rights Defenders
The OSCE/ODIHR recognizes as a human right defender any person promoting and striving for the realization of human rights regardless of profession, age or other status. Human rights defenders carry out their human rights activities individually or in collaboration with others, as part of an informal group or as a non-governmental organization (NGO). They act in a voluntary capacity or professionally. The key characteristic that defines human rights defenders is not who they are, but what they do and the principles they stand for.
