Policing assemblies in compliance with OSCE commitments: An exchange of lessons learned

ODIHR, in co-operation with the Transnational Threats Department’s Strategic Police Matters Unit (TNTD/ SPMU), will bring together 30 participants, mostly of a law enforcement background, to discuss the effective policing of assemblies.
Participants will examine the findings of the ODIHR report, “Monitoring of Freedom of Peaceful Assembly in Selected OSCE Participating States”, which was presented in November 2012. The report was the result of ODIHR’s observation of 27 assemblies, demonstrations and counter-demonstrations in various OSCE participating States over the course of 2011-2012. It identified a number of challenges related to the policing of assemblies, for example instances of excessive use of force or crowd control tactics, such as kettling, that may unduly restrict freedom of assembly.
The discussion will pay particular attention to practices identified in this monitoring exercise. In addition to country-based examples, participants will also review the report’s general recommendations and examples of good practice, and explore their general applicability and relevance to a wider range of participating States.
