Volker Frobarth
Dr. Volker Frobarth was appointed OSCE Representative to the Latvian - Russian Joint Commission on Military Pensioners by the Italian OSCE Chairperson-in-Office in 2018.
Dr. Frobarth holds a Master Degree, as well as a PhD from the University of Kiel, Germany, with specializations in Political Science, Eastern European History, Public Law and Law of the Eastern European States. He has been dealing with security, democratization, environmental and economic affairs in the former Soviet Union for more than 20 years.
He was seconded by Germany to the OSCE field operations in Tajikistan, Georgia, Latvia and Ukraine. Dr. Frobarth also held within the Ministry of Economy of the German State of Hesse the positions of Director, Foreign Trade with CIS and Baltic States, as well as Head of Economy, Infrastructure and European Affairs Division at the Hesse State Representation in Berlin. Since 2009, Dr. Frobarth has held executive positions in the German agency for international co-operation (GIZ) in Central Asia, Germany and Afghanistan. He speaks English, Russian and German.
Mandate
The Representative provides assistance in the implementation of the 1994 agreement between the Latvian and the Russian Governments on social guarantees for military pensioners of the Russian Federation and their families residing in Latvia.
