Creating a framework of international and regional co-operation in addressing criminal matters is of paramount importance in ensuring that the fight against trans-national crime can be efficient and effective. Cases of cross-border organized crime, corruption and war crimes have demonstrated the urgent need for well-coordinated regional co-operation and joint approaches. Initiatives that can strengthen the overall framework of such regional co-operation in criminal matters are an important priority for OSCE field operations throughout the Western Balkans.
In this regard after receiving a request from the Supreme Court of Montenegro, the Mission will support the organization of the 'First Regional Conference of Presidents of Supreme Courts and Prosecutors on Co-operation in Criminal Matters'. The aim of the Conference will be to establish co-operation between the Supreme Courts and State Prosecutors of Montenegro, Serbia, Croatia, the Former Yugolsav Republic of Macedonia, Bosnia and Herzegovina, Slovenia and Kosovo/UNMIK in the fight against corruption, organized crime and war crimes.
Two of the main topics will be international treaties on extradition of the mutual citizens between States for major criminal offences and international legal aid in criminal matters.
The first steps in what will be an ongoing process to strengthen co-operation, will be presentations and discussions on the legal frameworks of other countries, sharing experiences, identifying problems and challenges, and the adoption of conclusions and recommendations.
In addition to the above Presidents of the Supreme Courts and State Prosecutors, other participants will include representatives of the OSCE Conflict Prevention Centre, Office for Democratic Institutions and Human Rights, OSCE Missions from the region, the Delegation of the European Union to Montenegro, the European Association of Judges and the European Association of Prosecutors.
