An OSCE expert will conduct the survey in the police headquarters, as well as in eight police field offices. It will include high- and mid-level management and operational levels within the police service.
The aim of the survey is to provide relevant statistics about the police organization and performance, internal and external factors that influence it, as well as the role of police officers within it. The survey will provide information that is necessary in establishing management tools that can resolve problems identified within the police organization quickly and efficiently. More importantly, the results will provide information as to how far the police service is prepared to accept and use critical opinion toward accomplishing changes in its organization, such as the re-structuring of some sections, their functions, as well as in job performance of police work. The results of the survey will be used, first, to provide data in the National Strategy for Development of the Montenegrin Police 2011-2013 and, second, for project planning of the OSCE Mission to Montenegro for 2011.
A separate follow-up survey is envisaged, which would seek the views of the general public about the work and organization of the police.
