International seminar on complaints to the Constitutional Court of Montenegro

The new Montenegrin Constitution entrusts the Constitutional Court with a broad range of competences including constitutional complaints, which has not previously been a part of the legal system of Montenegro in this form. The Court has now become the highest national authority issuing final and binding decisions, though citizens are also entitled to address their cases to the European Court of Human Rights (ECHR).
The aim of the seminar, organized as part of a project on capcity building for the Court, is to support its effort to become an efficient filter for the ECHR. During the seminar, representatives of the constitutional courts of Belgium, Spain, and Bosnia and Herzegovina will present their experiences in dealing with constitutional complaints. The seminar will focus on issues such as relevant case law and proceedings, and the admissibility of complaints.
