The CSCE deployed its first Missions of Long Duration in Kosovo, Sandjak and Vojvodina, as called for by the Committee of Senior Officials' decision of 14 August 1992.
With Tore Bøgh of Norway appointed as Head, the Mission's tasks included:
- Promoting dialogue between the authorities and representatives of the populations and communities
- Collecting information about violations of human rights and fundamental freedoms and promoting solutions to such problems
- Establishing contact points for solving problems
- Helping to provide information about legislation on human rights, protection of minorities, free media and democratic elections
The Missions were withdrawn in July 1993 when the Federal Republic of Yugoslavia refused the CSCE's request to extend the memorandum of understanding on the work of the Missions.
