In response to calls from the OSCE Parliamentary Assembly to the OSCE High Commissioner on National Minorities (HCNM) to "initiate a comparative study of the integration policies of established democracies and analyse the effect on the position of new minorities", the HCNM decided to commission a report on integration policies in early 2006.
The study was presented by the High Commissioner to the 15th Annual Session of the Parliamentary Assembly on 4 July 2006 in Brussels. The study was written by the Migration Policy Group, a research institution based in Brussels and headed by Dr. Jan Niessen.
Attached to the study is a cover note by the HCNM.
Describing how states work to manage increasingly diverse societies and highlighting good practices in the process, it is the hope of the HCNM that the study will generate a discussion and an exchange of experiences between OSCE participating States.
