Training course on human rights and the investigation of terrorist crimes

Organized by
ODIHR and the SPMU, in co-operation with the relevant OSCE field operations, will hold two training sessions, in Pristina and Skopje, respectively, on human rights-compliant investigations of terrorist crimes. These activities will be carried out under a joint ODIHR/SPMU project aimed at developing a practical training module on human rights and counter-terrorism investigations.
The training sessions will gather law-enforcement officials from relevant agencies working in the counter-terrorism area, as well as from EULEX (the European Union Rule of Law Mission in Kosovo), with the objective of increasing their awareness and practical understanding of human rights issues and international obligations relevant to counter-terrorism investigations. The training courses will focus on the human rights standards applicable to investigations, methods of investigation and searching for evidence of offences, the use of special investigation techniques, the interrogation and interviewing of suspects, interaction with witnesses and victims of terrorism, and other related issues.
This new training module on human rights protection and the investigation of terrorist crimes is a key element of ODIHR’s assistance in developing and implementing training programmes on human rights and anti-terrorism in police academies, judicial institutions and other relevant institutions, and an important part of the support provided by the SPMU to police development and reform activities across the OSCE region. It will complement the existing training module on “Countering Terrorism, Protecting Human Rights”, which was developed by ODIHR and has been delivered in more than a dozen locations throughout the OSCE region since 2005.
