The OSCE in 2003 adapted itself to new security risks and challenges and refined its instruments to meet new challenges ahead. During the year the OSCE had to demonstrate its ability to respond effectively to the demands of an ever-changing security environment. The Institutions and Missions of the OSCE demonstrated their ability to make a difference on the ground through the numerous activities they developed. In many cases the OSCE co-operated in 2003 with other international organisations that deal with European security, human rights and economic issues. In view of the broad spectrum and complex nature of security and other issues, and in line with its Platform for Co-operative Security, co-operation with other organisations and institutions was promoted, as it makes the performance of the OSCE more effective and more efficient.

The Handbook of Best Practices on Small Arms and Light Weapons (SALW) is a set of guidelines developed by the Forum for Security and Co-operation to help cut down the amount of illegally-held weaponry in circulation. The Handbook is one of the most comprehensive manuals to-date on SALW that provides a set of best practice guides relating to all stages of a gun's life, starting with manufacture and finishing with destruction and disarmament, demobilization and reintegration.

El objetivo de la Guía es presentar buenas prácticas y facilitar instrumentos para configurar procesos de migración laboral sensibles al género. La finalidad que persigue es alentar a los Estados, especialmente a los del área de la OSCE, a que incluyan medidas sensibles al género en sus políticas de migración laboral. Ha sido concebida específicamente para que la utilicen los responsables de la elaboratión de políticas y los profesionales. De ese modo, se confía en que las políticas de migración laboral se elaboren de forma más justa desde el punto de vista del género, de conformidad con los compromisos y valores comunes de los Estados participantes de la OSCE.
