Ismail Hakki Musa
Ambassador İsmail Hakki Musa is the Director General in charge of Turkish Citizens Abroad and Education at the Ministry of Foreign Affairs of Türkiye. With almost three decades of diplomatic experience, he has covered a broad range of issues on contemporary international and global affairs. Throughout his career, matters related with Turkish and Turkic/Muslim communities in Europe and Euro-Asia region have occupied a substantial ground.
Ambassador Musa’s diplomatic assignments include Turkish missions in Algeria, France, the EU, the Russian Federation and Belgium. Following several positions in Algeria, Lyon and Brussels (EU), he served as Consul General in Lyon (October 2007-September 2009) and Kazan (January 2004-October 2005).
Prior to his promotion to the assignment of Turkish Ambassador to the Kingdom of Belgium in November 2011, he assumed the duty of Head of Unit -Administrative and Financial Affairs in the Ministry (September 2009-October 2011). Subsequent to his tenure in Belgium, he served as Deputy Undersecretary of the Prime Ministry between 2012 and 2016. Musa was appointed as the Ambassador of the Turkish Republic to France in 2016. He served in Paris between November 2016 and March 2021. His academic background comprises a spectrum of legal and administrative disciplines.
He is a graduate of Nancy II University Faculty of Law – Economics in France (1987) with a Master’s Degree in Political Economy at the same faculty (1988).
Personal Representative Musa holds a PhD in Public Law / European Community Law. He received his doctoral degree (2008) at Nancy II University - Center for European Studies, with a thesis on “Social rights and the process of constitutionalization of the European Union”. In addition to his diplomatic duties, he is also a lecturer of EU Law at the University of Galatasaray in İstanbul. Ambassador İsmail Hakkı Musa contributes to the OSCE endeavours to combat discrimination and intolerance against Muslim communities. He provides knowledge and experience in the field to the OSCE monitoring activities as well as support to participating States. Dr. Musa was appointed by the Polish OSCE Chairmanship and advises the Chairperson-in-Office.
