The OSCE Academy Board of Trustees was created to govern the school's management and operations. It will have the powers and duties specified in the regulations and the Academy's Charter, as registered with the Kyrgyz Justice Ministry on 6 August 2004.
As noted in the Charter, the Board of Trustees will consist of a representative from each of the Central Asian states, two OSCE representatives, two representatives of academic institutions and three representatives of the donor community.
The Head of the OSCE Centre in Bishkek and a member of the Conflict Prevention Centre of the OSCE Secretariat in Vienna will represent the OSCE. The Foreign Ministries of Canada, Finland and Germany will represent the donor community. The representatives of the five Central Asian states will be appointed by the respective Ministries of Foreign Affairs of Kazakhstan, Kyrgyzstan, Tajikistan, Turkmenistan and Uzbekistan.
