OSCE Centre promotes civilian oversight of the police reform in Kyrgyzstan

The Public Council of the Kyrgyz Ministry of Interior will organize its regional session in Jalal-Abad to uphold the police reform’s civilian oversighton October 28, 2016 . The regional session will be co-organized with the OSCE Centre in Bishkek.
Some 160 participants are expected to take part in the regional session of the Public Council which is aimed at reviewing implementation of the new criteria for evaluation of police performance in the Jalal-Abad oblast, including public opinion survey as an external assessment, as well as on mechanisms of interaction between police and society.
The regional session will oversee the operation of the Mobile Police Receptions (MPRs) in the Jalal-Abad oblast supported by the OSCE Centre within its Community Policing Project.
In addition, during the event 10 sets of computer equipment will be handed over to the Police Departments of the Osh, Jalal-Abad and Batken oblasts to counter religious extremism and terrorism in the framework of its Organized Crime Project.
As part of Police Reform Measures, adopted by the Government of the Kyrgyz Republic in 2013, such basic provisions as framework for comprehensive evaluation of police and mechanisms of interaction of police and civil society institutions have been developed with the expert support of the OSCE Centre and approved by the Government of the Kyrgyz Republic. These provisions create a legal basis for mutual coordination of actions of police and civil society in order to ensure public safety and crime prevention.
