OSCE trains authorities and civil society in Kazakhstan on economic, social and cultural rights
KOKSHETAU, Kazakhstan, 16 November 2015 – Some 20 regional and city administration officials, civil society activists and trade union representatives will learn about the provisions and application in Kazakhstan of the International Covenant on Economic, Social and Cultural Rights (ICESCR) during a two-day OSCE-supported training seminar that began today in Kokshetau.
National experts and a representative of the Office of the UN High Commissioner on Human Rights will raise awareness about specific aspects of human rights in the labour management sector, adequate housing, health protection and other issues of social and economic security. They will also acquaint participants with the application of conflict-prevention measures through dialogue facilitation and education promotion.
“Human rights and the rule of law are at the root of all security dimensions of the OSCE. Their importance is highlighted in activities related to good governance, the fight against corruption and organized crime, conflict prevention, trade facilitation and improving the business climate,” said Mirco Guenther, Deputy Head of the OSCE Programme Office in Astana. “Experience has shown that respect for human rights, particularly economic, social and cultural rights, is not only vital to security, but could be economically advantageous.”
Serik Sadvakasov from the Department of Internal Affairs at the Akmola Region Akimat (regional administration) said: "We strive to have NGOs reach their full potential and actively participate in harmonizing labour relations, finding solutions to pressing issues of our people and deepening co-operation between bodies of power and civil society. In this regard, today’s seminar should help improve legal education and enhance the role of NGOs in our society.”
The seminar envisions a more participatory and comprehensive policy response in implementing the ICESCR throughout Kazakhstan.
The event is organized by the OSCE Programme Office in Astana in close co-operation with the Akmola Region Akimat and the Public Foundation for Parliamentary Development in Kazakhstan. A second seminar on this topic will be held at the end of November in Taldykorgan, Almaty Region.
It is part of the Programme Office’s long-term efforts to promote co-operation and dialogue among government agencies, civil society, the media and the public on respect for human rights and fundamental freedoms in the host country.
