Ambassador Sergey Kapinos

The Head of the OSCE Office in Yerevan is Ambassador Sergey Kapinos of the Russian Federation, who took up his post on 1 October 2007.

Ambassador Kapinos was born in Lviv, Ukraine, in 1956. He studied in Moscow, graduating from the Economic Faculty of the Institute of International Relations in 1978, and in Social and Political Science from the Diplomatic Academy of the Russian Ministry of Foreign Affairs in 1992.

He has held a number of diplomatic posts in India and Pakistan, among them Assistant Attaché at the USSR Embassy in Pakistan (1978-81), Vice-Consul at the USSR Consulate-General in Bombay (1985-90) and First Secretary and Economic Counsellor at the Russian Embassy in New Delhi (1992-97).

He was Senior Counsellor in the Department of International Security and Disarmament at the Russian Ministry of Foreign Affairs from 1997-99, and Minister-Counsellor at the Russian Embassy in Armenia from 1999-2003.

His most recent post before moving to head the OSCE Office in Yerevan was Deputy Director of the Caucasian Department in the Russian Ministry of Foreign Affairs, which he held from 2003-07.

Ambassador Kapinos is married and speaks English, French, Polish, Ukrainian, Urdu and Hindi.
