Since 2007, the Project Co-ordinator has provided assistance to the Police Academy, focusing on co-operation in the areas of improving training and exchanging experiences. Special attention has also been paid to in-service retraining and the professional development of specialists in order to enhance public security and crime prevention and to deal with major issues like terrorism, extremism, trafficking in human beings and drugs, etc.
The Project Co-ordinator plans to continue its support by introducing an international element to staff training for law-enforcement bodies and by improving the Academy’s facilities in compliance with the up-to-date requirements and standards. This project will also provide assistance to study the experiences of various agencies of internal affairs in the OSCE region, to develop and publish textbooks and training aids, etc.
In 2013, the Project Co-ordinator is continuing its co-operation with the Interior Ministry’s Human Rights Protection and Legal Provision Department by implementing the fourth phase of their joint capacity-building project. This phase will focus on further professional development of the department’s personnel, as well as other police officers in both the capital and other regions of Uzbekistan.
The Project Co-ordinator will organize a series of training courses on human rights theory and international standards, on women’s rights, on the rights of juveniles, and on the UN Convention against Corruption. Experts from a number of OSCE participating States will be involved.
The Project Co-ordinator will provide support for a conference involving experts from the OSCE area in order to assess the department’s activities during the last five years; to evaluate the results of its co-operation with state bodies, national human rights institutions, civil society institutions, and mass media; to exchange international good practices; and to develop recommendations on further improvement of the department’s activities.
