Training in Field Operations and Institutions

Staff training activities in OSCE field operations and institutions are managed through a network of focal points. Heads of missions and institutions are responsible for appointing a focal point for their respective operation. OSCE officials acting in this capacity are responsible for:

  • Identifying their operation's training needs;
  • Seeking regional co-operation among neighbouring OSCE field operations to address common training needs;
  • Organizing and sometimes delivering training;
  • Managing their respective budget allotments.

In large field operations, the role of focal point for training is usually fulfilled by dedicated training specialists.

The OSCE Training Co-ordinator is responsible for ensuring a co-ordinated approach to common training needs and fostering the development of synergies. The ultimate goal of the network of focal points is to ensure that training needs of OSCE staff are met in an efficient and cost effective manner.

Decentralized management of training needs ensures that training addresses the specific needs of OSCE field operations. Training may cover a wide range of issues, such as communication skills, customer service, computer usage, management, project management, conflict analysis and negotiation techniques.
