OSCE Spillover Monitor Mission to Skopje

Ambassador Jose-Luis Herrero

Ambassador Jose-Luis Herrero from Spain took office as the new Head of the OSCE Spillover Monitor Mission to Skopje on 12 January 2009.

He reaffirmed the Organization's commitment to assist the host country through activities ranging from police training, legislative reform, trial monitoring, to facilitation of political dialogue and support to civil society organizations.

Prior to to his appointment, Ambassador Herrero, was Head of the OSCE Office in Baku (Azerbaijan) and served as Director General of FRIDE, an independent Madrid-based research institute which focuses on peace and security, democratization, development and human rights.

From 1992 to 2003, he worked for the United Nations in the areas of political affairs, civil affairs, human rights and media, including the United Nations Interim Administration Mission in Kosovo (UNMIK), the UN Spokesman's Office in Geneva, the UN Human Rights Field Operation in Rwanda, and the UN Civilian Mission in Haiti. In 1994 and 1995, he was Press Officer for the Americas and Europe at Amnesty International's Secretariat in London.

Ambassador Herrero has published numerous opinion pieces, articles and academic papers on international affairs, peacekeeping and post conflict development in Spain and the UK. He has lectured on international organizations, peacekeeping and conflict management at the Universidad Computense de Madrid, the Fundacion CIDOB (Barcelona), the Spanish Ministry of Defense and the Spanish Institute of Public Administrations.

Ambassador Herrero holds a master in public administration from Harvard University and a master of arts in political science and sociology from the Universidad Complutense de Madrid.

Ambassador Herrero succeeds Ambassador Giorgio Radicati from Italy who served as Head of Mission from December 2006 until December 2008.
