The OSCE Secretary General, Lamberto Zannier, will deliver a speech entitled New Threats and Old Differences – Building Trust to Address the Challenges of the 21st Century – The OSCE Approach. It will outline the OSCE's response to transnational threats, at the Institute of International and European Affairs in Dublin. Topics covered will include terrorism, organised crime, cyber attacks, threats stemming from Afghanistan and weapons of mass destruction.

The speech will offer a chance to reflect on the nature of the challenges which face the OSCE, ahead of Ireland's Chairmanship in 2012.
