Advancing Kyrgyz Republic’s national interests through security sector reform
The Rector of the Kyrgyz Presidential Academy of Public Administration, Almaz Nasyrov, participated in the joint session of the OSCE Forum for Security Co-operation and the OSCE Permanent Council on Security Sector Governance and Reform (SSG/R) on 14 February 2018 in Vienna, Austria.
Nasyrov highlighted how the institution he heads has been working to promote SSG/R in Kyrgyzstan in an inclusive manner. In particular, Nasyrov said that the Academy has been working with the OSCE Programme Office in Bishkek to create an open platform for discussion and learning on SSG/R-related issues.
In 2017 the Academy, together with the OSCE Programme Office in Bishkek, organized a series of events that helped to map and advance Kyrgyzstan’s national interests through security governance reform.
The Head of the Programme Office in Bishkek, Pierre von Arx, said that the Office could generate more added value to Kyrgyz Republic by enabling the development of additional expertise and tools in support of national SSG/R processes embedded in strategic documents, such as the 2040 National Sustainable Development Strategy.
In recent years the Kyrgyz Republic’s security sector governance has been undergoing a significant transformation in response to the public’s concerns and in the framework of the government’s ongoing effort to heighten security in the country. The OSCE Programme Office in Bishkek has accompanied and assisted with this reform process from the beginning, and the Academy has been one of the closest and most active partners in this regard. The successful development of the Kyrgyz Republic’s security governance reform has been due in particular to the fact that it addresses both military and non-military aspects of security.
2018 marks the 20th anniversary of the OSCE’s presence in Kyrgyz Republic, signifying two decades of fruitful partnership between the Kyrgyz Government, civil society actors and the OSCE.
