OSCE Programme Office in Bishkek researches efficiency of public services delivery in Kyrgyzstan
The results of the OSCE Programme Office in Bishkek’s four-month research into the effectiveness of the so-called “single window model” used by Kyrgyzstan’s ministries and agencies to streamline the delivery of public services to the residents of the capital city were presented on 6 December 2017. The research was conducted at the request of the Prime Minister’s Office as part of efforts to improve the delivery of public and municipal services in the country.
As part of the research project, a group of national and international experts analysed the single window models deployed by ministries and state agencies in Bishkek. By assessing current practices and using a methodology that also drew on models in use in Georgia, Mongolia, Poland, Ukraine and the United Arab Emirates, they developed a national model for operating a single window system.
"Single windows should become a public centre for citizens to solve their issues promptly and efficiently in a friendly environment,” said Kuvanychbek Shadybekov, Head of the Department of Public Administration and Personnel Management at the Prime Minister’s Office. “The single window system is the most important link in improving the quality of public administration and the trust of citizens towards authorities."
According to the research, the effective delivery of public services via single windows is hampered by the lack of a common understanding among government officials on how to develop the single window model.
Eni Gjergji, Economic Governance Officer at the OSCE Programme Office, said: “We are confident that this analytical study will be useful for further enhancing the quality, efficiency and transparency of public service delivery. At the same time it will minimize the possibility of corruption for public and municipal servants while providing high quality services to the population.”
