Overview

On 10 August 1995, the OSCE Chairman-in-Office appointed a Personal Representative of the CiO on the Conflict Dealt with by the OSCE Minsk Conference. Ambassador Andrzej Kasprzyk of Poland was appointed Personal Representative in January 1997, after having been Acting Personal Representative since July 1996.

According to a memorandum of understanding signed with the Government of Georgia, the Personal Representative established a separate office in Tbilisi, Georgia, as a basis and headquarters. In order to be able to conduct the operational activities defined in the mandate, the Representative also has field assistants located Baku, Yerevan and Stepanakert/Khankendi.

Budget

The OSCE Unified Budget for 2011, adopted on 23 December 2009 (Permanent Council Decision 981), established the budget of the Personal Representative at €1,155,300.
