The Personal Representative of the Chairperson-in-Office on the Conflict Dealt with by the OSCE Minsk Conference, based in Tbilisi, Georgia, inter alia:
- represents the CiO in issues related to the conflict in and around Nagorno-Karabakh;
- assists the CiO in achieving an agreement on the cessation of the armed conflict;
- assists in creating conditions for the deployment of an OSCE peace-keeping operation (see Mandate for more details).

Ambassador Andrzej Kasprzyk has been Personal Representative of the OSCE Chairperson-in-Office on the Conflict dealt with by the OSCE Minsk Conference since January 1997 and was Acting Personal Representative from July 1996. In February 2010, he spoke with OSCE Spokesperson Virginie Coulloudon.
