VIENNA, 11 September 2002 - The OSCE Permanent Council observed a minute's silence today in honour of the victims of the terrorist attacks in New York and Washington one year ago.

"We remember with respect the thousands of innocent victims of these murderous attacks and we honour the courage of rescue workers who gave their lives to save others on that terrible day", OSCE Secretary General Jan Kubis said after the meeting.

"OSCE participating States are united in their resolve to fight terrorism while upholding their human rights commitments and are determined to ensure that terrorism will never be allowed to triumph."
