- Following an invitation from Albania's Foreign Ministry, ODIHR deployed an election observation mission on 10 September 2003 to monitor the local government elections held on 12 October 2003 and repeat voting on 25 January 2004.

Local Elections, 25 May and 8 June 2003, Moldova
- Following an invitation from the Ministry of Foreign Affairs and the Central Election Commission of the Republic of Moldova, ODIHR established an Election Observation Mission in the Republic of Moldova on 25 April to monitor the 25 May local elections.

- Following an invitation from Armenia's Foreign Ministry, ODIHR established an election observation mission on 25 April to monitor the parliamentary elections on 25 May.

Presidential Election, 11 May 2003, Montenegro
- Following an invitation from the President of the National Assembly, ODIHR established an election observation mission to monitor the 22 December 2002 presidential election. The election failed to fulfil a 50 per cent voter turnout requirement and a repeat election was held on 9 February 2003. This election also failed to meet the turnout requirement. On 10 April, ODIHR established a new mission, the eighth since 1997.
