ODIHR developed these guidelines in order to meet the growing number of requests from participating States for expertise and policy advice.

These guidelines are not intended to define norms or standards. Rather, they set out the main principles governing the establishment and maintenance of functional models of population registration in democratic societies.

They are intended as tool for practitioners, authorities and political decision makers in OSCE participating States for use in either reforming or assessing the efficiency of their respective national systems of population registration.
