Limited observation of parliamentary elections in Uzbekistan

The ODIHR has deployed a Limited Election Observation Mission for the parliamentary elections in the Republic of Uzbekistan on 26 December 2004.

Long-term observation

The ODIHR conducted a Needs Assessment Mission (NAM) from 20 to 22 September 2004 in order to assess the conditions and preparations for the elections and to advise on the level of ODIHR involvement in these elections. The NAM recommended that a Limited Election Observation Mission be deployed in early December.

The Mission, headed by Ambassador Lubomir Kopaj (Slovakia), includes nine international staff based at the Tashkent head office and 12 long-term observers deployed in the regions.

The Mission will assess the entire election process in terms of its compliance with OSCE commitments and international standards for democratic elections and national legislation. It will focus on the election campaign, the legislative framework and its implementation, the media situation, the work of the election administration and relevant government bodies, and the resolution of election-related disputes.

No systematic observation on election day is planned.

Following the election, the Mission will issue a statement of preliminary findings and conclusions on the pre-election process. A comprehensive final report will be released about a month after the completion of the election process.

Previous elections

The ODIHR previously deployed a Limited Election Assessment Mission to Uzbekistan for the 1999 parliamentary elections.
