The 13th OSCE Ministerial Council took place on 5 and 6 December 2005 in Ljubljana, Slovenia.

The Ministerial Council is the central decision-making and governing body of the OSCE. Convened on years when there is no OSCE Summit, the Ministerial allows the Foreign Ministers of OSCE participating States to review and assess the activities of the Organization.
