They recognized the CSCE Helsinki Summit Document 1992: The Challenges of Change and made official the creation of the institutions of the High Commissioner on National Minorities, the Forum for Security Co-operation and the Economic Forum.

During the Summit, a statement was issued on the withdrawal of foreign troops from the Baltic States and - in response to the Yugoslav crisis - participating States confirmed the suspension of the Federal Republic of Yugoslavia from the CSCE.
