Stage I of the CSCE - Final Recommendations of the Helsinki Consultations adopted

The "Blue Book", as it was called, was prepared in June during preliminary talks in Dipoli and outlined the practical arrangements for a three-stage conference. In Helsinki, representatives stated their Governments' views relating to security and co-operation in Europe, and on the further work of the Conference. The "Helsinki process" had been launched.

First stage of the CSCE, Helsinki
3-7 July 1973: The first stage of the CSCE is held in Helsinki, at which the Foreign Ministers of the 35 participating States state their positions on European security and adopt the Blue Book, launching the Helsinki process. -

The Helsinki Final Act, which was prepared during Stage II of the Helsinki negotiations, lasting from September 1973 to July 1975, was signed by 35 States at the Helsinki Summit - stage III of the Helsinki negotiations.
