The Mission co-operates closely with the Government of Montenegro, providing assistance and expertise in the reform processes, which are needed to achieve the strategic goal of European and Euro-Atlantic integration. Activities focus on democratization, human rights, the judiciary, the police, the media, and the economic and environmental sector.

In ensuring self-sustainability and greater local ownership of projects, the Mission adopts an approach of increasing participation of non-governmental and public institutions in the implementation process.
