To fulfil its mandate and carry out activities, the OSCE Mission in Kosovo has a network of five regional centres and over 30 field teams that cover municipalities throughout Kosovo.
Each regional centre covers a number of municipalities. They have specialized teams that monitor the work of the judiciary and the police for human rights and rule of law compliance and assess the exercise of property rights. As of 2008, the structure of the regional centres was enhanced by community teams that monitor municipalities for compliance with community rights standards and the development of effective consultation and participation mechanisms for non-majority communities.
The centres also advise municipalities on how to apply good governance principles and achieve transparent municipal decision-making processes, community participation and increased accountability. In addition, the regional centres provide technical and legal expertise to local election bodies to help ensure adherence to the electoral framework and effective communication with the Central Election Commission and its Secretariat. Altogether, they provide guidance and support to the field teams that maintain direct and daily contact with municipal officials.
