OSCE Mission in Kosovo

The OSCE Mission in Kosovo is charged with institution- and democracy-building, and promoting human right and the rule of law (Pillar III of the United Nations Interim Administration). The Mission's headquarters are located in Pristina and it maintains five regional centres and 33 municipal teams covering all 30 municipalities and three pilot municipal units in Kosovo.
The Mission helps domestic authorities adhere to human rights and good governance principles through a proactive monitoring policy with a four-step process: monitoring, analyzing, reporting, and recommending remedial action for observed shortcomings. When necessary, the Mission provides further training and advice or calls on the Special Representative of the UN Secretary-General in Kosovo (SRSG) to intervene using the UN's reserved powers.
The Head of the OSCE Mission in Kosovo is Ambassador Tim Guldimann of Switzerland, who was appointed in October 2007. Ambassador Guldimann, like the other UNMIK Pillar Heads, also serves as Deputy Special Representative of the Secretary General of the United Nations (DSRSG).
