OSCE Handbook

Welcome to the website for the new edition of the OSCE Handbook, published in October 2007.

It is more than a decade since the publication of the first Handbook in the mid-1990s. During that time, advances in technology - particularly the rise of the Internet and the World Wide Web - have revolutionized the way we communicate.

A vast amount of information on the OSCE - more than could ever be included in a book - is available on the OSCE public website, and the print edition acts as a gateway to that wealth of information, including key CSCE/OSCE documents, publications and so on.

This site also features a complete database of Decisions by the OSCE Permanent Council, as well as a downloadable version of the book in PDF format.

The downloadable PDF edition is available here.

It is hoped that this combination of print and Web publishing will enable the reader to get the best of both worlds and stay up-to-date with the latest developments in the OSCE.

Permanent Council Decisions

The print version of the Handbook contains many references to Decisions by the Permanent Council. Now available online for the first time, this database contains the full text of every PC Decision from its first meeting to date.

Updates

The print version of the Handbook represents a "snapshot" of the Organization in mid-2007. To enable readers to keep up-to-date with the rapidly-changing world of the OSCE, major updates to the information in the book will be posted here.
