VIENNA, 28 December 2005 - The three special rapporteurs on freedom of expression, from the OSCE, the United Nations and the Organization of American States, issued a joint declaration on the Internet and freedom of expression and on the need to protect civil liberties during the fight against terrorism.

The statement was made by the OSCE Representative on Freedom of the Media, Miklos Haraszti, the Special Rapporteur of the United Nations Commission on Human Rights on the promotion and protection of the right to freedom of opinion and expression, Ambeyi Ligabo, and the Special Rapporteur for freedom of expression of the Organization of American States, Eduardo Bertoni.
