High Commissioner on National Minorities

Though most of his work is based on quiet diplomacy and confidentiality, the High Commissioner on National Minorities (HCNM) has made a number of statements to the press on various occasions. For reasons of confidentiality, the High Commissioner's reporting responsibilities are circumscribed too.

However, he does inform the OSCE Permanent Council periodically about some of his activities. Due to the very nature of his mandate, this information has to be somewhat restricted. Nevertheless, taken together, the HCNM's presentations to the Council give a good overview of his activities and are therefore reproduced on this website.

The High Commissioner has also made a number of speeches, addresses and lectures to a variety of audiences across the OSCE region.
