Following Ministerial Council Decision 15/09, the OSCE's Forum for Security Co-operation will take an active role during the Biennial Meeting of States. The Special Meeting will be facilitated by the presentations of two guest speakers from the United Nations Office for Disarmament Affairs and Council of the European Union.
